United Way of San Diego County’s Board of Directors voted in favor of lobbying (directly asking for legislator support) on behalf of Senator Mark DeSaulnier’s bill SB 391, California Homes and Jobs Act of 2013, at their December board meeting. This was the first Public Policy Committee recommendation brought before the board since the committee was reinstated last year.
SB 391 will place a $75 fee on the recordation of real-estate documents — excluding home sales — and deposit these funds quarterly into the Housing Opportunity and Market Stabilization (HOMeS) Trust Fund, which would be created within the State Treasury.
The revenues from this fee may be expended for supporting the development, acquisition, rehabilitation and preservation of housing affordable to low- and moderate-income households.
UWSD has notified San Diego County state legislators of our support and is waiting on a House Appropriations Committee vote sometime this year in order to determine next steps. Check out the California Homes and Jobs Act site for more information.
